Did I miss something in the last year or so? When did something like this start to qualify as a "webmaster" position rather than a network/system admin position?

Immediate opening for a skilled webmaster who will provide support to a newly occupied multi-contract office. This individual must have 1-3 years experience in setting-up, troubleshooting and maintaining PCs. Hands-on experience should include configuring and installing cards (network interface cards, video/sound cards, and internal fax/modems). Must be capable of handling all the hardware maintenance for the systems. Experience with and ability to design and maintain company and customer web site requirements (HTML and Java). Candidate should be familiar with installing software applications (MS Office particularly), operating systems (Windows 95/98, Windows NT, Linux) Familiarity with Netware is a plus. The ability to configure user accounts, solve network printing problems, and troubleshoot problems that would cause a network crash also a plus. In addition, the individual must management skills to assist in the support of the TANC (Technology and Acquisition Needs Center), a multi-media conference facility that integrates multiple platform PCs into a video-switched display system.
