"The digested read" version of The European constitution, in the style of the original:

All Citizens shall have inalienable rights, Freedoms and principles to use capital Letters in an arbitrary manner, except where an individual Member State might find them awkward. In such cases, the Member State shall have the Competence to challenge the Competence of the Constitution in the European Court.

[This dancing Grover icon has nothing to do with any constitutions that I'm aware of (I don't know of any that contain clauses addressing DDR and/or Muppets), I just wanted to use it because it makes me chuckle. Found via a comment in wilwheaton to dancing_icons, which is full of exactly what you'd expect from the name.]

The antialiasing that makes Grover look like he's glowing? =) Should've been a white background.

Grover is just moving so fast he's emitting Cerenkov radiation. It's actually light blue, but in contrast with the dark blue of Grover himself, it looks more like white.
